Newbury Conservation Commission (NCC)

Members Present: Katheryn Holmes, Chair; Bob Stewart, Member; Bill Annable, Sue Russell, Alternates; Richard Wright, ex-Officio.

Ms. Holmes called the meeting to order at 7:12 p.m.

ADMINISTRATIVE
Minutes
There were no minutes available for review.

LSPA Presentation
The scheduled presentation by Kathleen Stowell, Education Director, was cancelled due to illness.

INTENT TO CUT
Mr. Unger reported on the following Intents to Cut:
  • Darcy Bates on Sutton road, Newbury, Tax Map/Lot # 048-588-287 for cutting on 2+/- acres out of 26.95 acres.
  • Russell von Beren III on Gillingham Drive, Newbury, Tax Map/Lot # 051-109-453, for 19,000 feet of white pine and 1500 feet of oak.
  • Carl Eric Unger on Mountain Road, Newbury, Tax Map/Lot # 025-174-501, for 2,000 feet of white pine and 1,000 feet of hemlock.  
BUFFER ZONE CUT
Ms. Holmes informed the Commission that the Planning Board was submitting Warrant Articles that included changes and updates for the tree cutting application process.

WETLANDS/SHORELANDS
Ms. Holmes reviewed the following communications from the NH Department of Environmental Services (DES):
Shoreline Impact Permit
  • For George & Elaine Steers, 368 Bowles Road, Newbury, Tax Map/Lot # 16-249-320, Permit # 2016-00052, to remove existing cottage, bunkhouse and garage and construct a new cottage and bunkhouse with a small one-car garage underneath; and remove existing driveway and construct shorter driveway further away from the lake. The NCC response letter of compliance was sent.
COMMUNICATIONS
Ms. Holmes shared with the NCC the following:
  • A NH Municipal Association workshop on the “Right to Know” law to be held on March 10, 2016.                
  • The NH Water Pollution Control Association Trade Fair scheduled for April 8, 2016.
  • The “Emerald Ash Borer Field Tour” on February 22, 2016 conducted by the UNH Cooperative Extension.
OLD BUSINESS
Ms. Holmes shared with the Commission a letter from Brian Hotz, Society for the Protection of New Hampshire Forests (SPNHF) regarding SPNHF’s successful purchase of the Andrew Brook Trailhead land.

NEW BUSINESS
Ms. Holmes discussed the Wildlife Action Plan authored by NH Fish & Game. She said Amanda Stone of Fish & Game was revising the plan and would forward a copy of same as soon as it was completed.

Mr. Stewart made a motion to adjourn the meeting. Ms. Russell seconded the motion. All in favor.

The meeting adjourned at 8:50 p.m.
